The Prevention Value Loop. Walking groups, lunch clubs and debt advice keep people out of hospital. Almost nobody funds them, because the budget that pays is never the budget that saves. A council pays for the lunch club, the hospital gets the empty bed, nobody counts that, so nobody funds the next one. This site sets out a way to count it.
